The Story [이야기] :

• This is a pictophonetic character.  "Bamboo" 竹 suggests the meaning, while 合[합 → 답] suggests the sound.  The character 合 means "to come together/to unite".  It is the picture of three ministers having one mouth 口.
• Once, there was a debate in the kingdom as to whether to raise taxes or not.  So the king summoned the three ministers to resolve the issue.  The ministers' decision were as one 合, and they wrote their reply on a bamboo scroll 竹 and handed it to the king.
• The ministers say together 合, "The answer is written in the bamboo scrolls 竹."
